Is the World Commission on Dams Report a Suitable Tool for Assessing the Sustainability of Hydropower?
In their efforts to achieve the development targets agreed by the international community, Governments are prioritising water and energy resources development actions. Sustainability is considered as a benchmark for the desired solutions. Sustainable outcomes will result from appropriate decision-making processes that ensure that social, economic and environmental and technical needs, options and risks are duly assessed and decided. The recommendations of the World Commission on Dams (WCD) proposing a new framework for dams decision-making were received not without controversy. Emerging from disent the WCD core values and strategic priorities have obtained general acceptance by all stakeholders. They constitute the basis for the UNEP Dams and Development Project dialogue activities aiming to improved decision-making. In this context the meeting convened by DDP aims to further clarifying the suitability of WCD Final report in assessing the sustainability of hydropower.
