The International Steering Committee (ISC) and the National Advisory Committee (NAC) were the two consulting bodies formed to advise the conveners to develop themes, structure and outcomes of the conference during the preparatory process. During the run-up to the conference, the International Steering Committee and the National Advisory Committee each convened in Germany three times.
