The conference took place in Bonn, the former capital of the Federal Republic of Germany prior to re-unification. Bonn is home to 11 UN organisations (Link to an external resourceUNV, Link to an external resourceUNFCCC, Link to an external resourceUNCCD, Link to an external resourceUNEP/CMS, Link to an external resourceUNEVOC) and the German section of Link to an external resourceILO. Bonn, a popular location for international conferences, offers the requisite infrastructure.

The conference sessions took place at the International Congress Centre (Internationales Kongresszentrum Bundeshaus Bonn, IKBB). The IKBB consists of two main parts: the former plenary hall and the neighbouring waterworks (Wasserwerk). The first building was inaugurated in the autum of 1992 as the plenary chamber of the Bundestag, the German parliament, a purpose it served until 1999. 772 seats are available in the chamber, another 503 in the gallery.

The neighbouring waterworks have played an important role in German parliamentary history. Between September 1986 and October 1992, the former pump room served as a provisional conference venue for the Bundestag while the old plenary chamber was being reconstructed and refurbished.
