The conference will be convened as an "extended government conference". 

Among those invited and expected to attend are:

• ministers from all UN member states responsible for environment/energy and development cooperation
• government representatives at implementation level with the above portfolios
• international and multilateral organisations, international financial institutions
• private sector and civil society representatives and NGOs, including the principal renewable energy networks

About 900 official delegates are expected.

Parallel activities (side events and exhibitions as well as a multi stakeholder dialogue) peripheral to the conference will address in particular the business and scientific communities and representatives of other national and international interest groups. In addition, the German federal parliament (Bundestag) plans an international forum of parliamentary members.
